摘要:

创新是世界各国公共行政的一个重要主题。研究创新与创新之间的关系(公共管理中的创新,公共管理在经济和社会创新中的作用)是研究者和决策者的优先事项。然而,这一议题的全球意义不应导致忽视各国差异的一刀切的做法了。泰国公共管理嵌入了很多独特而多样的“语境”。文化、政治和行政背景决定了泰国公共管理的形成、运作方式和改变方式。

从比较的角度和语境来研究泰国创新与创新的关系,以及创新对创新的影响方式,具有重要的意义。
在泰国,可将创新定义为一种有意或至少具有管理的、具有社会意义的变革,其目的是通过利用以不同的方式做事情的可能性,实现本来无法实现的目标,或是赋予事情不同的意义。在泰国公共管理中,创新可能存在于三个领域。第一是产品创新,如提供新的公共服务或推出新的政策。第二是流程创新,如在公共管理改革的少花钱多办事。第三个领域涉及社会变革中意义的创新。这种情况发生在互联网发展期间,即公共干预措施的发生,以阐明技术进步的社会意义,并确定经济和社会行为者运作的价值及其观念。
