On November 13, 2022, the Summit Forum on Individual Pension Development and Multi-level Pension System Construction was held in Shanghai. The forum was guided by the Chinese Society of Social Security, hosted by East China Normal University, organized by the Faculty of Economics and Management of ECNU, and co-organized by GF Fund Management Co., Ltd.

First, Professor Wu Ruijun, Assistant to the President of East China Normal University, delivered a welcome speech. She expressed her warm welcome and heartfelt thanks to the guests, pointed out the importance of in-depth discussions on the development of individual pensions and the construction of multi-level pension systems, and introduced the development of social security disciplines in East China Normal University.
At the end of the opening ceremony, Professor Zheng Gongcheng, President of the Chinese Society of Social Security at Renmin University of China, delivered a speech. Professor Zheng Gongcheng expressed his views on how to improve the multi-level pension system.
Professor Yuan Zhigang gave a lecture titled “Pension Finance and China's Financial System Reform.”
Professor He Wenjiong gave a lecture titled “On the Positioning of Individual Pensions.”
Professor Yang Yansui gave a report titled “Promoting the High-quality Development of the Pension System with Softness.”
Professor Jin Weigang, Vice President of the Chinese Society of Social Security and Professor at Zhejiang University, delivered a keynote speech titled “Promoting the Individual Pension System and Improving the Multi-level Old-age Security System.”
Professor Lu Jinfei gave a lecture titled “Pension Finance and the Development of the Three Pillars System.”
Professor Zuo Xuejin, researcher at the Shanghai Academy of Social Sciences at Nantong University, delivered a keynote speech titled “Development Space and Incentive Mechanism of Individual Pensions.”
The topic given by Director Bao Danru was “How To Enlarge Personal Pensions?”
Professor Lu Quan, Secretary-General of the Chinese Society of Social Security from Renmin University of China, delivered a keynote speech titled “Theoretical Reconstruction and Future Development of the Multi-level Pension System.”
Professor Wang Wei gave a speech titled “On the Relationship between Basic Pension Insurance and Enterprise Annuity: Complementarity or Substitution?”
The roundtable forum was chaired by Professor Lu Jinfei. Participants included Mr. Bao Danru, former Deputy Director of the Shanghai Municipal Human Resources and Social Security Bureau, Ge Xiaoling, Managing Director of BOCOM Wealth Management Co., Ltd., Mr. Yang Qihua, Deputy General Manager of Changjiang Pension Insurance Co., Ltd., and Yang Zhe, General Manager of the Asset Allocation Department of GF Fund Management Co., Ltd.
At the closing session, Gui Shixun, honorary director of the Chinese Society of Social Security and Professor of East China Normal University, expressed his gratitude to the organizers, sponsors, guests, scholars, and students for their participation and support and announced the successful conclusion of the forum.
This forum is the first academic seminar on individual pensions after the five departments jointly issued the “Individual Pension Implementation Measures” on November 4, 2022. The forum was divided into offline and online venues, and more than 200 attendees from politics, academia, and industry participated. The forum was simultaneously broadcast live through the China Financial Information Center of Xinhua News Agency and received more than 120,000 online views.
